The Colman-Staly Agency was founded in 1981 by Melvin G. Colman, former Sheriff of Orange County and former Police Chief for the City of Winter Park, Florida, as Melvin G. Colman & Associates. In 1981 Melvin G. Colman & Associates provided private security guard service, private investigations, consulting on security and police practice related issues, premise liability and expert witness services. After the sale of the security guard business, the company became known as the Melvin Colman Agency and focused on providing private investigations, consulting and expert witness services.

In 1999, Frederick Staly, after retiring from the Orange County Sheriff’s Office and having served as Undersheriff or second-in-command of that Agency, formed RSE of America providing management consulting and expert witness services. In 2002 RSE of America became the sole subcontractor to the Mel Colman Agency providing case litigation support primarily in the area of security related premise liability litigation. In 2003 RSE of America was re-named the Colman-Staly Agency with Frederick “Rick” Staly serving as president.

The Colman-Staly Agency continues to provide litigation support for civil and criminal cases for plaintiff or defense and specializes in security practices, police practices and premise liability cases. In addition, management consulting services are provided to law enforcement agencies, cities and counties and for private security companies and corporations.
