"Rick" Staly has over thirty-four years of experience in public safety both in municipal and county police agencies and private security.
He served over five years as Undersheriff, second-in-command, of the fourth largest law enforcement agency in Florida and the thirteenth largest sheriff's office in the nation with over 2,200 employees. His responsibilities included the comprehensive planning, creation, deployment and evaluation of all police and administrative services for 10 divisions and were responsible for budget and grant development, presentation and expenditure of a $103.8 million-dollar budget and capital improvement budget. He implemented agency-wide community-based policy strategy and Problem-Oriented Policing Units, weekly crime control and accountability meetings resulting in significant crime reductions. He implemented technological advances including computer-aided dispatch, crime analysis, mobile data terminals, paperless record storage system, etc. and state and international accreditation processes. He also implemented a strategic planning process, professional standards early warning system, integrity and ethics training and managed three agency-wide reorganizations.
He has served as the Chief Security Officer for an international development and resort company conducting corporate level investigations and was the Chief Operating Officer of the parent company's security operation with a security staff of over 150 employees.
He has served as the Manager of Safety Services and Security for a large resort hotel and convention center near Walt Disney World. He was responsible for the safety and security of guests and employees within a 1,406 room hotel and adjourning 400,000 square foot convention center. He was responsible for the hiring, training of a 43-person security staff and implementation of CCTV, key control and disaster preparedness systems along with policy and procedure development and implementation.

He has served as Chief of Security for an exclusive gated community responsible for security of 340+ homes of high profile residents to include Fortune 500 CEO's and professional athletes. He commanded a security staff of 40 operating radar equipped patrol cars and a patrol boat for waterfront security.
He has served as Director of Training where his responsibilities included planning, development and coordination of training for more than 2,200 employees, including coordination of basic law enforcement recruit training, field training and evaluation, skill retention and skill development, lethal and non-lethal weapons training, emergency vehicle operation training, and supervisory, management and executive level training. He was appointed by the President of Valencia Community College and served on the Advisory Board for the Criminal Justice Academy in Orlando, Florida and is a former board member of the Security Officer's Training Advisory Board of Mid-Florida Technical School.
He has served as Colonel, Administrative Services Bureau responsible for communications, support services, fiscal management, court services, media relations and community policing. He also served as Commander, Management Services Bureau responsible for staff inspections, planning and research, grants, crime analysis and for analyzing the operational and cost effectiveness of every division and making recommendations for improvement. He has experience as a Detective Sergeant in traditional, tactical and undercover investigations. He was a SWAT Team Member for a municipal police agency during the SWAT team's initial formation.
He has been a criminal justice instructor, adjunct professor, published author and has been awarded Diplomat status by the American Board of Law Enforcement Experts in law enforcement and homeland security. He is a graduate of the FBI National Academy and holds a bachelors degree in criminal justice and a masters degree in justice administration. He has testified before the Florida Senate's Use of Police Force Committee.
